I'm looking for a neo geo or neo geo cd emulator so i can play the king of the fighters series.

Look for MAME. It should run those files.

Make 32k 0.67 (http://www.kaillera.com/download.php) supports from King of Fighters 94 all the way to 2001. 2002 has worked at times, depending on if it's the right dump. I linked this because it actually has online capabilities, which I'm sure would benefit you.
