The PC engine is probably the best system noone remembers, it played cd based games and was the first cd system, but don't think it was like the sega cd, the sega cd couldn't live up to the pc engine's legacy, the games on it are pretty varied.
The main standouts are the Ys games and dracula X, which was only released in japan, but is considered second only to symphony of the night(it's successor).
Technically the best emulator for the TG16 is magic engine, but it's shareware and not freeware, so if you want it you'll have to get it your own way or buy it.
