ROMS from old nintendo games are actually hooked up to a device that is hooked to the computer either through USB or serial or parallel port then the information from the game cartridge is extracted as a file onto the PC.
You can actually buy devices to make your own GBA ROMS they hook to the game boy advance then hook to the USB port on your PC and with included software allow you to extract the data on the GBA ROM chip into a ROM file that you can use with emulators.
I don't know if they commercially make these devices to make N64, NES, SNES or other ROMS, but they have them for GBA here> http://www.easybuy2000.com/store/nintendo%20accessories/index.html
Of course you need software to communicate with the device that connects the PC to the game cartridge. This software is most likely written in C or C++. I guess if you wanted to make a homebrew game, it would be written in C or C++ as well, but I really have no idea how'd you do it.

You got the program to write C++? What is it? I've always been interested in learning how to write my own programs!

C++ is a program that writes other programs. I have only used a 10-year old one though lol, it was called Turbo C++. It was still pretty sweet. I didn't study it much, but I made a calculator with it. There are other programs though, like; Visual Basics, Q Basic, Maya( Which I have, but it only makes 3-D models of things. ), and ect.

Mostly, if you like a game's basic physics and stuff, for example, let's say Super Mario Bros 3, just find a ROM editor and change all the levels around, then get a tile editor and change the pictures to whatever you want. Tile Editors(1 of which I have) will work on any game for any 2-D system, and ROM editors only work for the specified ROM (example, Mario Brothers 3 editor, which I have)...

Where can you get those editors? I would love to get one, and make an awesome ROM. Then I could share it with you guys. I could make it a basketball-based Mario game.

Basically, if you want to do something, you do a google search for a ROM editor of that game. And you can't change too much of the physics engine. Like, for a basketball Mario game, you'd have to edit a bsketball game. For amario game with Shaq in it, you have to edit the mario game. I have some mario editors and a tile editor. If you want me to put them on megaupload and PM you the links, lemme know...

Okay sure, that would be awesome! Mario Bors. 3 for the NES, if you have it. What should I look for though? "So-and-so ROM editor" ?

Yes, basically. e.g. Yoshi Island. Look for Yoshi's Island ROM editor, on google.
