The only 3 eyed character I can think of off the top of my head in a video game is yamcha off of DBZ.

ok i will try to give some more info :

the 3 eye boy could shoot from his third eye in his head. and he could also summon a spear !! (that was a secret move). in the game once could buy power up s when a little nurse would appear. and on killing the enmies they would turn into coins. thats the only thing i can remember
