As far as I know, Visualboy can only play .GBA files. Which would mean the .GBA file would be inside the .RAR. So, look on google or download.com for a program called WinRAR. Use that to unzip the .RAR file, and put the .GBA file in your ROMs section. Then with Visualboy, open up the .GBA file.
Why use WinRar when your computer comes with WinZip? It's a bit more frustrating, and maybe a little worse, but it saves you a download, I think.
Anyway, I understand what you mean now. Some GBA roms are inside the .rar/.zip file, and can't be acessed unless the file is unzipped, and some are acessible through WinRar or WinZip. That usually depends on what site you're on.
Anyway, Fierce Deity was completely right. Disregard me if you like ;)

Your computer almost never comes with WinZip. XP, however, comes with a microsoft version of it. That, however, will not get you into RAR files, only ZIP files.

I either compressed the files into a new zip or used the Microsoft program to change the filetype. I never got WinRAR until much later after I got into emulation and it helped things considerably. ;) Now, I don't even remember how to get it out using WinZip, so I'm pretty much limited to WinRAR.

i always use winrar for zip files as well as rar files, its a much better program. but sometimes u can access roms still in rar or zip format

yeah, but its always worth a shot if you're trying to conserve space (like me and my 8 GB remaining out of 55, i really need an external hdd lol)
