Sega Saturn Sonic 3D Blast not working..?

I downloaded the ROM Sonic 3D Blast for Sega Saturn on CoolRom, but when I tried it, it won't work. I've tried so many different emulators, but it won't run. I've tried playing Sonic 3D Blast for Sega Genesis, and it worked, but Sonic 3D Blast for Sega Saturn doesn't seem to work for me. Any ideas why? Also, does anyone know where I can find a copy of Sonic 3d Blast for Sega Saturn on a different website..?
