well, im pretty new to emulating, so what would you say is on of the better or best emulators for the PSP?
Potemkin or PSPE?

Their no currently NO good working psp emulators at the moment iam afraid.:(

Actually I've had a surprising amount of success using JPCSP (http://jpcsp.org/). It's still under development and obviously far from finished, but it's fairly stable and runs a respectable number of titles. Of course some games emulate better than others and some don't run at all.

Before anyone asks, NO it does not run Dissidia. But it's getting there, at least faster than any other PSP emulator I'm aware of.

JPCSP may not be a suitable replacement for a real PSP, but it's a fun app to pick-up to preview the system if you're interested in purchasing one. At least you'll be able to see how some of the games look and play.
