You might want to try a different emulator.

There is probably one at Emulator Zone.

Such an old thread. A shame that I have to revive it.

The only emulators that support this game are 1964 and Nemu64. 1964 can't process the graphics correctly at all, but by using PJ64's RSP plugin, you can fix the crackling audio in the game and make it sound just like how it does from the actual N64 game. With Nemu64, the graphics are better and the game becomes playable, but without RSP emulation, sound is impossible with Nemu64.

However, I debate that this game is playable. Some on EmuTalk.net disagree, but I know one thing: It is certainly not unemulatable. Project64's core can emulate Rogue Squadron, it's just that the plugin, Jabo's Direct3D 8, can't support it's graphics so the game will even start correctly. There is a fix for this, but it just isn't worth it.

That is all.
