Controller problems for 1964

Im trying to use a game controller to play... and it says its installed and everything but it wont let me make the controller configure in

Press Ctrl+I in 1964 to configure your controller settings, plug in your controller/use a keyboard instead, and setup everything first.

Keyboard works fine... sorry i didnt say that before.. i can configure the keyboard to controll it but not the controller. i have windows xp and everything is installed fine.
