Fusion Netplay

I am not even sure if the netplay works on this Emulator, but I am having problems. I followed all the steps it says in the read me but I still cannot figure out how to join a game or have a friend join my game.

My friend enters my IP as the server, and he cannot connect. I have the controllers set to the right ones, I have my firewall allowing full access to this program. We have tried everything. If anyone has gotten this to work, please help me out.

BTW, we are trying to play Streets of Rage 2.
