I'm just guessing, but I would say it is because CoolROM is supported by ads and voting so by having the php links it gives the user time to view the ads and to click one of the vote links while they are waiting for the downloads. I'd say it is also a deterrent against people using downloading programs to download all the files at once and costing CoolROM a lot of bandwitdh.

Typically the download.php file is used to _hide_ the direct links and/or count the downloads for each file. There are enough websites just stealing links (and thus stealing bandwidth) from others. So it's very comprehensible why someone uses this method (especially if you're hosting large files). I think that's alright. Considering the quality and quantity you get here it's more than reasonable to wait a bit longer for your file to get finished. If you don't like it then I'd suggest to search elsewhere.

Yep, I don't mind waiting a few seconds for a download. If you never want to have to wait again, just download the full rom sets here http://www.coolrom.com/forums/showthread.php?t=435 they take a while to download, but once you have them, you get pretty much every game ever!
