Is there a way to make your own roms? does it require c++?

IDK, I know a little, or used to know a little, about C++. If you can, tell me! I can get the program, though.

This software is most likely written in C or C++. I guess if you wanted to make a homebrew game, it would be written in C or C++ as well, but I really have no idea how'd you do it.

Mostly, if you like a game's basic physics and stuff,for example, let's say Super Mario Bros 3, just find a ROM editor and change all the levels around, then get a tile editor and change the pictures to whatever you want. Tile Editors(1 of which I have) will work on any game for any 2-D system, and ROM editors only work for the specified ROM (example, Mario Brothers 3 editor, which I have)...
