First if you don't have it already get version 1.6. If you already have 1.6 make sure your pc meets the requirements to run. Here is the recommended requirements listed on the PJ64 homepage.

-Intel Pentium 3 1.5Ghz or higher or AMD Athlon 1.5 GHz or higher
-512MB RAM or more
-nVidia GeForce FX or later or ATI Radeon 9500 or later
-1GB or more free hard drive space
-Creative Soundblaster Live! or higher
-Adaptoid and original Nintendo N64 controller for each player
-Microsoft Windows XP with latest updates.

If your pc doesn't meet these recommended requirements, that is probably the problem and short of upgrading your pc, you're out of luck. If they do meet the requirements then I don't know what to tell you. You can update the RDB file here http://www.pj64.net/main/download/func,select/id,7/ but I don't know if that would work for memory allocation error. There is a forum on the pj64 homepage here http://www.pj64.net/main/forum/ where you might be able to find more help if you don't get your answer on here.

If all else fails you can donate $20 to the PJ64 site and you can get help from the programmers of PJ 64 themselves as well as the 1.7 Beta version.

This is exactly what you need to fix this problem. If this doesn't help nothing will.
